Immigration Status & Health Insurance FAQs

Learn about health insurance options for immigrants in California, including lawfully present residents, DACA recipients, and mixed-status families.

Eligibility Overview

Your eligibility for Covered California depends on your immigration status:

  • U.S. Citizens: Eligible for Covered California if you live in California; financial help depends on your income
  • Lawfully present: May qualify for Covered California if you live in California; from 2027 only green card holders, Cuban and Haitian entrants and COFA migrants get financial help
  • DACA recipients: Not eligible for Covered California since August 31, 2025; may qualify for Medi-Cal
  • Undocumented: Not eligible for Covered California. Children under 19, pregnant people (and for one year after) and people under 26 who were in foster care at 18 may qualify for full Medi-Cal; adults already on full Medi-Cal can keep it if they renew on time; other adults can get restricted Medi-Cal, such as emergency care.

Lawfully Present Immigrants

If you live in California and are lawfully present, you may qualify for Covered California. This includes:

  • Green card holders (Lawful Permanent Residents)
  • Refugees and asylees
  • Visa holders (work, student, etc.)
  • Temporary Protected Status (TPS)
  • U-visa and T-visa holders
From January 1, 2027, most lawfully present immigrants without a green card can still enroll in Covered California but get no premium tax credit or cost-sharing reductions (see who keeps financial help in 2027).

DACA Recipients

Since August 31, 2025, DACA recipients cannot enroll in Covered California. They may qualify for Medi-Cal.

Mixed-Status Families

In mixed-status families, eligible members can enroll even if others aren't eligible:

  • Apply only for eligible family members
  • List everyone in your household on the application; only the people applying are asked about their immigration status
  • Children may qualify for Medi-Cal regardless of parent status
