Who Can Enroll in Covered California?

To qualify for Covered California health insurance, you must meet these basic requirements:

Residency & Immigration Status

  • California Resident: You must live in California
  • U.S. Citizen or Legal Resident: U.S. citizens, nationals, or lawfully present immigrants qualify

Other Coverage Considerations

  • Not Incarcerated: Currently incarcerated individuals are not eligible

Plan Types & Metal Tiers

Covered California organizes health plans into four metal tiers based on how costs are shared between you and the insurance company:

Bronze Plans

Coverage: 60% paid by insurance

Best for: Healthy individuals who want low monthly premiums

Higher deductibles and out-of-pocket costs, but catastrophic coverage protection

Silver Plans

Coverage: 70% paid by insurance

Best for: Most people with moderate healthcare needs

Eligible for cost-sharing reductions (CSR) if income is below 250% FPL

Gold Plans

Coverage: 80% paid by insurance

Enrollment Periods

Open Enrollment

The main enrollment period when anyone can sign up for coverage:

  • 2025 Open Enrollment: November 1, 2024 - January 31, 2025
  • Coverage Start: January 1, 2025 (if enrolled by December 31, 2024)
