How to Switch Health Insurance Plans in California

You can switch your Covered California plan during open enrollment or if you have a qualifying life event. Learn when you can switch and how to change plans without losing coverage.

Important Timing

You can only switch plans during open enrollment (Nov 1 - Jan 31) or if you have a qualifying life event. Outside these periods, you're generally locked into your current plan for the year.

When Can I Switch Plans?

There are two main times you can switch your Covered California health plan:

During Open Enrollment

November 1 - January 31 annually

  • Switch to any available plan
  • Change carriers
  • Change metal tiers
  • No qualifying event needed

Special Enrollment Period

Year-round with qualifying event

  • Job loss
  • Marriage/divorce
  • Having a baby
  • Moving to new area

Switching During Open Enrollment

Open enrollment is the easiest time to switch plans because:

  • No qualifying event needed - Anyone can switch for any reason
  • Full plan selection - Choose from all available plans in your area
  • No coverage gap - New plan starts January 1, old plan ends December 31
  • Shop and compare - Take time to compare all your options

Step-by-Step Process

  1. Log into your Covered California account (Nov 1 - Jan 31)
  2. Update your income and household info if anything changed
  3. Compare available plans side-by-side
  4. Select your new plan before January 31
  5. Pay your first premium by December 23 for January 1 coverage

Your old plan automatically cancels December 31, and your new plan starts January 1 with no gap.

Switching Mid-Year (Special Enrollment)

Outside open enrollment, you can only switch plans if you have a qualifying life event that triggers a Special Enrollment Period:

Common Qualifying Events

  • Lost other coverage (job-based insurance, COBRA, Medi-Cal)
  • Got married or divorced
  • Had a baby or adopted a child
  • Moved to a new county with different plan options
  • Income changed significantly (affects subsidy eligibility)

You have 60 days from the qualifying event to switch plans. You'll need to provide documentation proving the event occurred.

Cannot Switch Without Qualifying Event: If you just want to switch because you found a better plan or don't like your current plan, you must wait until the next open enrollment period unless you have a qualifying life event.

Good Reasons to Switch Plans

Consider switching plans during open enrollment if:

Cost Reasons

  • Your income changed and you qualify for higher/lower subsidies
  • Premiums increased significantly on your current plan
  • A cheaper plan with similar benefits is available

Coverage Reasons

  • Your doctor left the network and you want to keep seeing them
  • You need more/less coverage based on health needs
  • A better plan covers your medications or specialists

Life Changes

  • Family size changed (marriage, divorce, new baby)
  • Moved to a new area with different providers
  • Retiring or changing employment status
Pro Tip: Review your plan every open enrollment even if you're happy with it. Your needs may have changed, or better options may be available at lower cost.
